Professor Williams recently co-authored an article entitled “Use of Force in Humanitarian Crises: Addressing the Limitations of U.N. Security Council Authorization,” forthcoming in the Case Western Journal of International Law.  In a world of ever-present humanitarian crises, it is necessary to have a means of using low-intensity military force to prevent mass atrocity crimes when the UN Security Council is deadlocked but atrocity crimes are occurring.  In this article, Professor Williams sets forth a framework for countries to follow if they wish to justifiably use military force in humanitarian crises without UN authorization. . . . #americanuniversity #lawyeringpeace #auwcl #au_wcl #au_sis #internationallaw
