Wednesday night was the deadline for lobbyists to report spending from the period between early October and the end of December. A lobbyist for Concho Resources had the single biggest expense: $4,173.77 for “relationship building” with members of the Legislative Finance Committee at the upscale #SantaFe restaurant La Casa Sena. The same lobbyist also took then-Energy Secretary Ken McQueen to the restaurant Santacafe along with Oil Conservation Division Director Heather Riley. This lobbyist, Carol Leach, wasn’t even the biggest spender, however. That title goes to Arthur Hull, who reported $5,598.01 in expenses from lobbying public officials over the last three months. He did not identify who he was lobbying. That’s not required for expenses under $100. He only reported the aggregate of various expenses. In fact, a loophole in #NewMexico law means lobbyists don’t have to report even that much. No one is required to report anything under $100. You could take government officials to dinner every day and as long as the bill comes out to $99, you wouldn’t have to tell anybody.
